 As being the reality of the 21st century, E-Governance is the main mechanism, ensuring the the activities of the world governments and increasing its efficiency. E-Governance has already been established in a number of countries of the world, but some countries are just in the beginning of taking the advantage of this unique tool. In the countries of Central Europe, “Asian Tigers”, South-Eastern Asia the governments are rather succesful in this amplua.

WORLD PRACTICE
As being the reality of the 21st century, E-Governance is the main mechanism, ensuring the the activities of the world governments and increasing its efficiency. E-Governance has already been established in a number of countries of the world, but some countries are just in the beginning of taking the advantage of this unique tool. In the countries of Central Europe, “Asian Tigers”, South-Eastern Asia the governments are rather succesful in this amplua. But in the countries of former CIS currently a number of projects are under implementation , telecomunications infrastructre is being established, the corporative systems in the filed of customs, finance and taxes are being used, population register and other filed land-surveys are being developed. For the reason, that some of the mentioned activities have been started during the recent years, currently, there is an issue of linking them with each other under the “E-Government” ideology. According to the world practice, with the goal to establish the mutual connection of the government entities, the “window” system is being used and that enables the linkages of “government-to-citizen”, “government-to-government” and “government-to-business”. The same approach will be established in Azerbaijan. The World practice shows that E-Government should be implemented in stages, through pilot projects and solutions and the society should be prepared duly for this process.
