As being the reality of the 21st century, E-Governance is the main mechanism, ensuring the the activities of the world governments and increasing its efficiency. E-Governance has already been established in a number of countries of the world, but some countries are just in the beginning of taking the advantage of this unique tool. In the countries of Central Europe, “Asian Tigers”, South-Eastern Asia the governments are rather succesful in this amplua.

“The creation of software for the recognition of the Azerbaijani speech” project

Beginning from march, 2007, “The creation of software for the recognition of the Azerbaijani speech” project is being realized in the frame of "National E-Governance Network Initiative" project. Alongside with easing of the work thousands of computer users’ work, the creation of software for the speech recognition in Azerbaijan language will give millions of people the chance to save work time. Moreover, the realization of the project will make it possible for the government officers to more intensively use computers as well, help the realization of E-Governance conception. Another purpose for the realization of the project is the expansion of scientific research works investigated in the field of intellectual linguistic information technologies in Azerbaijan and stimulation of national personnel training in this field. The scientific research works carried in the frame of the project and their results will give a chance to get significant results and apply them practically. The realization of these projects will also cause the intensive use of the Azerbaijan language, and this, in its turn, is extremely important from the point of view of the protection and development of our language.

“The development of MT system from Azerbaijani into English and the creation of MT system from English into Azerbaijani” project

“The development of MT system from Azerbaijani into English and the creation of MT system from English into Azerbaijani” project has been implemented within the joint project of Ministry of Communication and Information Technologies and UNDP-Azerbaijan from 14 April, 2005 to February, 2007. In that timeframe all the intended works were carried out and are being worked on. As expected, during that time the quality of Azeri-English and vice versa MT system has been improved and the researches in this area will be continued. As a result of these works “Dilmanc” MT system was created and that system has become the most popular national software. At the present moment “Dilmanc” MT system has more than 30 thousand users in Azerbaijan and out of the country. The users of “Dilmanc” MT system are continuously increasing. Even many other countries’ internet sites have links to “Dilmanc” MT system. All of these show that “Dilmanc” MT system is extensively required software in our society. This implemented project has another significant result. It is the foundation of national scientific school in the field of Machine Translation system and the formation of specialists group in this field. The works on this direction will be continued in the frame of the “Development of the Computer System for the recognition of the Azerbaijani speech” project.
