Mr. Ilham Aliyev once again confirmed the importance given by the Government to the establishment of E-Government in Azerbaijan

As being the reality of the 21st century, E-Governance is the main mechanism, ensuring the the activities of the world governments and increasing its efficiency. E-Governance has already been established in a number of countries of the world, but some countries are just in the beginning of taking the advantage of this unique tool. In the countries of Central Europe, “Asian Tigers”, South-Eastern Asia the governments are rather succesful in this amplua.



























NATIONAL E-GOVERNMENT

    The decree of Heydar Aliyev, former President of the Republic of Azerbaijan, on February 17th , 2003 about creation of "National Information Communication Technologies Strategy (2003-2012) for development" was a push towards creation several initiatives of development ICT sector in Azerbaijan. This strategy focuses on creation of systems that generate state content on the Internet and will motivate citizens and companies to use digital technology to inform themselves, communicate or realize transactions with the Government.
    The "National E-Governance Network Initiative" Project directly implements some of the specific projects, such as AzDATACOM or the Government Internet Portal. It also drives enabling environment for e-government by supporting relevant legislation, administrative reform, and promotion of e-government concept to citizens. The project establishes a platform for local and international experts to discuss key issues related to e-government implementation and develop concrete solutions. Finally, the project supports coordination of the activities of a growing number of specific e-government related projects.
     Several laws were adopted in Azerbaijan republic during last couples of years such as Electronic Signature, Electronic Document an Electronic trade law. Existence of such laws playing crucial role in further development of ICT in the country.
     To address the digital divide issue which was main topic on Global ICT Conference in Baku on 25-28 Nov 2004, with creation of AzDATACOM network most of regions of Azerbaijan will be supplied by high speed internet access, which will enable possibility to launch numerous services not only to the government agencies but what is most important to the citizens. Allowing launching such services like e-learning, e-news, e-banking and supplying regional schools with high speed Internet access.
     For tomorrow's e-citizens and e-businesses, the coming e-government revolution is good news. It offers the potential for services that are designed for citizens needs, and available when and how they want them; lower taxes, as increased efficiency cuts the cost of government; more transparent ways of doing business with the different arms of government; a two-way street of consultation and collaboration; and more open and responsive politics.
